日本的大众文化外交政策始于2006年外务省着手向海外推广以漫画、动画及电子游戏等为代表的大众娱乐。日本的漫画、动画及电子游戏等早前已在世界各国的青少年中广为传播,但由于在日本主流社会被视为一种低级文化,原本并不属于官方推进文化交流的范畴。21世纪初,随着软实力论的流布,漫画、动画及电子游戏等大众娱乐受到日本各职能部门的关注,外务省也开始将之作为一种软实力资源和外交资产加以利用。日本推行大众文化外交政策的目标是借助漫画、动画及电子游戏等大众娱乐的高人气,在世界各国广泛培育“知日”“亲日”人士,以增强日本在国际社会的存在感和影响力等。然而,近年来日本与韩国等近邻国家的关系状况表明,日本大众文化外交政策的效果微乎其微。
Japanese foreign policy of mass culture began in 2006,when Ministry of Foreign Affairs began to promote mass entertainment overseas,represented by manga,animation,and video game. Japanese manga,animation,and video game have long been widely disseminated among teenagers around the world,but because they are considered a low-level culture in mainstream Japanese society,they were not originally part of the official promotion of cultural exchanges. At the beginning of the 21st century,with the spread of the theory of soft power,mass entertainment such as manga,animation,and video game have attracted the attention of various functional departments,and Ministry of Foreign Affairs has also begun to use them as a soft power resource and diplomatic asset. The goal of Japanese foreign policy of mass culture is to take advantage of the high popularity of manga,animation and video game to cultivate people,who “know Japan” and “pro-Japan” in various countries in the world,so as to enhance presence and influence of Japan in the international community. However,the relationship between Japan and South Korea and other neighboring countries in recent years shows that the effect of Japanese foreign policy of mass culture is minimal.
