青海省海西蒙古族藏族自治州为保护生态环境和公众的环境权利，制定了相关的政策文件，采取了一系列措施，取得了一定的成效。通过问卷调查和深入访谈发现，海西州各族民众对于环境权、有关环境问题的政策法规有一定程度的了解，具有较强的环境保护意识，环境参与主要集中于事后阶段，对于环境保护和环境权保障的状况予以比较积极的评价。为了使公众的环境权得到更充分的保障，需要进一步完善环境知情、表达、监督和争端处置机制。
In order to protect the ecological environment and environmental right of the public，Haixi Mongol and Tibetan Autonomous Prefecture，Qinghai Province made relevant political documents，took a series of actions and acquired effect to a certain degree. Through questionnaire survey and interview，it was found that nationalities at Haixi Prefecture had knowledge about environmental right and policies and regulations relevant to environmental issues to some extent. They had relatively strong environmental awareness and mainly participated in the post stage of environmental protection. Furthermore，they gave positive evaluation to the status of environmental protection and guarantee of environmental right. In order to further protect the environmental right of the public，it is necessary to perfect the mechanisms of informed，expression，supervision and solving conflicts.
