新冠肺炎疫情凸显出人的脆弱性，也加剧了残疾人面临的多重不利处境。疫情防控和经济社会复苏措施需要平衡公共卫生利益和个体权利，并注意到残疾人群体的高风险，确保其实质平等保护。中国在这方面的经验包括重视和确保残疾人的生命权和健康权，提供无障碍信息和服务，加强教育就业等领域的公共服务等。在后疫情时代应该继续贯彻对残疾人的平等保护和基于权利的可持续发展原则，完善残疾人全面参与社会生活所必需的无障碍与合理便利制度，重视和加强各类群团组织和社会组织的作用。
The COVID-19 pandemic has highlighted the vulnerability of human being and exacerbated the disadvantages experienced by persons with disabilities. The measures taken to curb the pandemic and achieve economic and social recovery shall balance the public health interest and individual rights and pay special attention to the high risks of disability communities so as to realize substantive equal protection. China has gained experience in this area in terms of emphasizing and ensuring the right to life and health for persons with disabilities，providing accessible information and service，and enhancing public service in education and employment. During the post-Covid era，it should uphold the principle of equal protection and rights-based sustainable development for persons with disabilities，improve the accessibility and reasonable accommodation mechanisms for their comprehensive participation in social life，and recognized and promote the role of mass organizations and social organizations.
