实施创新驱动发展战略，实现依靠创新驱动的引领型发展，对加快由科技大省向科技强省跨越、建设五大发展美好安徽具有重要意义。本研究基于比较视角，通过构建创新驱动发展能力评价指标体系，对安徽省和其他29个省级行政区2009～2016年的创新驱动发展能力进行评价，并根据因子得分对各省份的创新驱动发展能力进行聚类和差异性分析，得出如下结论。① 2009～2016年，安徽省的创新驱动发展能力呈现稳步提升趋势。②在全国范围内，安徽省创新驱动发展能力位列第二梯队，仍有较大进步空间。③安徽省创新产出和创新环境方面较强，而创新效益与其他省份相比较为落后，经济发展水平较低、资源制约和企业创新能力较弱是造成差异的重要原因。最后本文提出若干促进安徽省创新驱动发展的对策建议。
The implementation of strategies for innovation-driven development to achieve development led by innovation proves to be of great significance to the leap from a big sci-tech province to a strong sci-tech province as well as to the building of a beautiful Anhui featuring five major development. Based on a comparative perspective，this report constructs an index system for innovation-driven development capacity，assesses innovation-driven development capacity between 2009 and 2016 of Anhui and 29 other provincial administrative regions，and conducts aggregate and differential analyses of innovation-driven development capacity of all provinces and municipalities according to factor scores，which leads to the following conclusions：（1） between 2009 and 2016，the innovation-driven development capacity of Anhui has been steadily increasing；（2） nationwide，innovation-driven development capacity of Anhui belongs to second tier with much space for improvement；（3） Anhui is strong in innovation output and innovation environment，but rather weak in innovation efficiency as compared with other provinces，which can be explained mainly by its economic development，resource restriction and corporate innovation capacity. Finally，several policy recommendations are made for Anhui to promote innovation-driven development.
