当前，全球范围内远未形成统一的数字经济治理框架，各国在数据跨境流动、数字税等领域缺少共识，美国拉拢盟友意图进一步巩固其在数字经济领域的全球优势地位。G20、APEC、金砖国家等国际组织成为各国数字经济领域交流合作的重要渠道。我国秉持互利共赢的数字领域国际合作主张，中国声音、中国方案得到越来越多国家的理解、支持和响应，但数字经济规则制定能力仍有待加强。
Currently，a unified digital economy governance framework is far from being shaped globally，and there is a lack of consensus among countries in such areas as cross-border data flow and digital service taxes. The United States cozied up to its allies，with an intention to further consolidate its global advantage in the field of digital economy. G20，APEC，BRICS and other international organizations have become important channels for countries to communicate and cooperate in the field of digital economy. Adopting the principle of mutual benefit and win-win results in international cooperation in the digital field，China’s voice and plans have gained more and more understanding，support and response from other countries，but its ability to formulate rules for the digital economy still needs to be strengthened.
