当前，随着全球数据产量、规模和相关支出的扩大，数据价值不断凸显，各国日益重视抢抓数据机遇，充分释放数据价值，带动经济发展。2022年以来，多国部署数据战略，加快激发数据要素价值；同时，数据要素在战事应对、供应链建设、节能减碳等方面也发挥着越来越重要的作用；然而，全球数据治理面临机遇和挑战并存的局面，数据资产入表可能引领新一轮数据价值释放，而数据治理碎片化和数据安全问题则亟须各国共同关注和应对。
Currently，with the global data explosion in terms of production，scale and related expenditure，the value of data is constantly highlighted. Countries have increased their efforts to seize data opportunities，fully unlock data value，and drive economic development. Since 2022，multiple countries have deployed data strategies to stimulate the value of data factors at greater speed；meanwhile，data factors are also playing an increasingly important role in war response，supply chain development，energy conservation and carbon reduction；however，global data governance faces both opportunities and challenges. To introduce data as an asset in balance sheets may trigger a new round of data value release，while fragmented data governance and data security issues call for urgent attention and response from all countries.
