可再生能源是实现疫后经济绿色复苏、推进社会可持续发展的关键。我国工业快速发展,对能源需求巨大,能源供应与工业快速发展矛盾凸显。构建一套科学的可再生能源评估体系,并对世界各国(地区),尤其是“一带一路”国家和地区进行评价,对我国立足自身资源禀赋,借鉴国外发展经验具有重要意义。本文从政治、经济、技术、能源与环境等维度出发,构建了可量化的多维度综合评价指标体系,对亚洲、欧洲、非洲、美洲、大洋洲的47个国家/地区可再生能源发展进行分析评价。结果表明,研究期间各国/地区的可再生能源整体发展水平不高,但呈现稳中有升的发展态势,中国、印度尼西亚、巴基斯坦、俄罗斯、南非、新西兰等典型国家/地区在上述4个维度表现出明显增长趋势。从横向对比的角度来看,美洲、大洋洲的可再生能源发展水平最高,之后是欧洲,亚洲和非洲得分靠后。欧洲、大洋洲在政治维度的优势明显,主要原因是其良好的政策环境以及较高的经济发展水平,美洲和大洋洲的可再生能源技术成熟度高,推动其在技术维度有较好的表现,而能源与环境维度发展较好的国家(地区)则分散在亚洲、大洋洲和欧洲。
Renewable energy is an important way to achieve green economic recovery and promote sustainable social development after the epidemic. China’s industry is developing rapidly,and there is a huge demand for energy. The contradiction between energy supply and rapid industrial development is prominent. Building a scientific renewable energy assessment system and evaluating countries and regions around the world,especially those along the “the Belt and Road Initiative”,is of great significance for China to base itself on its own resource endowment and learn from foreign development experience. This study constructed a quantifiable multi-dimensional comprehensive evaluation index system,including institutional dimension,economic dimension,technological dimensional,energy and environment dimension. The development of renewable energy in 47 countries/regions involving Asia,Europe,Africa,the Americas,and Oceania was analyzed and evaluated. The study results show that the countries/regions have a low overall grade of renewable energy development in the study period,but they see a stable,rising development trend. Typically,the countries/regions such as China Mainland,Indonesia,Pakistan,Russia,South Africa and New Zealand boast a significant growth trend in the above four dimensions. Seen from the horizontal comparison,the Americas and Oceania have the highest grade of renewable energy development,followed by Europe,with Asia and Africa ranking lowest. The Europe and Oceania’s obvious advantages in the dimensions “institutional pillar and economic pillar” are mainly contributed by their better policy environment and economic development. The high maturity of renewable energy technology in the Americas and Oceania supports their better performance in the dimension “technological pillar”. The countries with better development in the dimension “energy and environmental pillar” are distributed in Asia,Oceania and Europe.
