气候变化与环境污染给人类生存发展带来严峻挑战,我国作为生态文明的践行者、全球气候治理的行动派,向全世界作出“2030年前二氧化碳排放达到峰值、2060年前实现碳中和”的庄严承诺。工业是我国国民经济的主导,能源消耗及生产过程碳排放量较高,加快推动工业绿色低碳发展,是我国深度融入国内国际双循环,践行制造大国绿色发展责任的重要战略举措。本文从全球视野入手,剖析了国外主要国家和地区工业绿色低碳发展现状与趋势,分析了我国工业碳达峰碳中和的战略布局及绿色可持续发展中采取的行动计划。详细梳理了我国在推进工业绿色发展进程中取得的一系列成就与发展机遇,同时分析了当前所面临的内外部风险挑战。基于此,面向工业碳达峰碳中和目标,分别从顶层设计、产业发展、研发创新、生态构建、国际合作等方面提出发展建议,助力我国工业绿色低碳转型与高质量发展。
Climate change and environmental pollution pose serious challenges to human survival and development. As a practitioner of ecological civilization and an activist of global climate governance,China has made a solemn commitment to the world to “achieve carbon dioxide peaking by 2030 and achieve carbon neutrality by 2060”. Industry is the leading force in China’s national economy,with high energy consumption and industrial process carbon emissions. Accelerating the promotion of green and low-carbon industrial development is an important strategic measure for China to deeply integrate into the domestic and international dual cycle and fulfill the responsibility of green development as a manufacturing power. This paper first analyzes the current situation and trend of green and low-carbon industrial development in major foreign countries and regions from a global perspective,and then analyzes the strategic layout of China’s industrial carbon peaking and carbon neutrality and the action plan taken in green sustainable development. Afterwards,a detailed review was conducted on a series of positive achievements and development opportunities that China has achieved in promoting industrial green development,while also analyzed the current internal & external risks and challenges. Based on this,facing the goal of industrial carbon peak carbon neutrality,countermeasures and suggestions are proposed from top-level design,industrial development,R&D innovation,ecological construction,international cooperation and other aspects to help China’s industrial green low-carbon transformation and high-quality development.
