在新一轮数字化转型浪潮下，数字自治、数字主权、技术主权、数据主权等理念成为欧盟政治领导人、欧盟数字政策以及监管行动的核心主张。国外学术界和智库界对于数字主权的研究也在蓬勃兴起。然而，当前关于欧盟数字主权的定义内涵尚未形成统一共识。基于此，本文搜集分析了重要的学术文章和智库报告，系统梳理了欧盟发布的数字主权方面的政策法规，以期展现欧盟数字主权研究图景，深入了解欧盟数字主权的具体概念、发展动因与全球影响。
Under the new wave of digital transformation，the concepts of digital autonomy，digital sovereignty，technological sovereignty，and data sovereignty have become the core propositions of EU political leaders，EU digital policies，and regulatory actions. Research on digital sovereignty is also booming in foreign academic and think tank circles. However，there is no unified consensus on the definition and connotation of EU digital sovereignty. Based on this，this article collects and analyzes important academic articles and think tank reports，and systematically sorts out the policies and regulations on digital sovereignty issued by the EU，with a view to presenting a picture of EU digital sovereignty research abroad，and gaining insight into the specific concept，development motivation and global impact of EU digital sovereignty.
