近年来,大量虚假信息在网络空间泛滥。在欧盟地区,已经严重威胁到成员国的民主制度和政治安全。一方面,虚假信息严重侵蚀了公民对政府、媒体等公共机构的信任,加剧了族群和社群的分裂,从根本上动摇了“合众为一”的欧盟体制的根基;另一方面,新冠疫情期间,大量不真实的信息乃至谣言的流行,引发全球“信息疫情”,混淆视听、引发公民的恐慌,严重威胁着公民的健康和安全。欧盟虚假信息治理研究也因此成为学界研究的热点。本文对欧盟虚假信息治理相关海外文献和研究报告进行了分析,重点梳理了欧盟虚假信息治理的内涵、危害、实践和争议性等问题的研究情况,以期为中国的虚假信息治理研究和实践提供借鉴和启发。
In recent years,a large amount of disinformation has been flooding in cyberspace. In the EU region,it has seriously threatened the democratic system and political security of member states. On the one hand,disinformation has seriously eroded citizens’ trust in public institutions such as the government and the media,exacerbated the division of ethnic groups and communities,and fundamentally shaken the foundation of the EU system of “many as one”;on the other hand,During the COVID-19,a large amount of disinformation and even rumors spread,triggering a global “infodemic”,confusing the public,causing panic among citizens,and seriously threatening the health and safety of citizens. Therefore,research on the governance of disinformation in the EU has become a hotspot in academic research. This research analyzes overseas literature and research reports related to EU disinformation governance,focusing on the connotation,harm,governance practice,and controversy of EU disinformation governance,in order to provide reference and inspiration for China’s disinformation governance research and practice.
