上合组织的前身是“上海五国”机制，集安组织的前身是独联体《集体安全条约》机制，两者都是在苏联解体后的地缘政治环境中孕育而生。上合组织和集安组织在维护成员国传统安全、保障地区安全稳定方面做出了重大贡献，在地区非传统安全领域发挥着重要作用。近年来，上合组织与集安组织围绕地区和国际安全稳定、应对新挑战和威胁、阿富汗问题及在相关领域合作等问题，以多种形式保持着密切沟通和互动。当前欧亚地区的安全形势对上合组织和集安组织安全合作提出了新的要求和挑战。两个组织有必要在已有的基础上进一步加强安全合作。
