阿富汗难民问题在2021年进一步爆发，并有可能持续发酵。阿富汗难民问题首先冲击的是其周边国家，而阿富汗周边国家多数是上合组织成员国，所以难民问题对上合组织的安全合作有着重要的综合影响，但长期以来并未引起足够的重视。对于阿富汗难民问题，上合组织成员国尽管基于不同的历史和现实基础有着不同的认知，但也有着共同的关切和相近的利益。在应对阿富汗难民问题方面，上合组织应积极主动作为，化危为机，充分发挥自身在稳定地区局势方面的积极作用，进一步增强组织凝聚力。
The Afghan refugee issue has flared up in 2021 and is likely to continue. The Afghan refugee issue first affects the neighboring countries，which are basically all members of the SCO. Therefore，the refugee issue has an important comprehensive impact on the security cooperation of the SCO but not enough attention has been paid to it for a long time. On the issue of Afghan refugees，the SCO member states share common concerns and similar interests despite having different perceptions based on different historical and practical foundations. In dealing with the Afghan refugee issue，the SCO should take a proactive approach，turn crisis into opportunity，give full play to its positive role in stabilizing the situation in a stable region on time and further strengthen the cohesion of the organization
