2021年8月30日，随着美军最后一架C-17运输机从喀布尔国际机场起飞，美国及北约部队已全部撤出阿富汗，标志着自2001年“9·11”事件发生以来美国主导的“国际反恐战争”正式结束。2021年5月1日，美国与塔利班签署的“和平协议”失效，至8月19日塔利班全面接管阿富汗政权并宣布建立“阿富汗伊斯兰酋长国”后，阿富汗局势进入新阶段。阿富汗是上合组织观察员国，其安全形势变化深刻影响上合组织成员国安全利益，上合组织作为新型地区合作组织必须在阿富汗问题上有更大作为，中国作为负责任大国必须更好地发挥作用。
On August 30，2021，all U.S. and NATO forces withdrew from Afghanistan as the last U.S.C-17 transport plane took off from Kabul International Airport. It marks the official end of the U.S.-led international war on terror that began with the “9.11” in 2001. On May 1，2021，the peace agreement between the United States and the Taliban expired. The situation in Afghanistan entered a new stage after the Taliban took over power and declared the establishment of the Islamic Emirate of Afghanistan on August 19. Afghanistan is an SCO observer state，and changes in its security situation have a profound impact on the security interests of SCO member states. The SCO，as a new type of regional cooperation organization，must do more，and China，as a responsible country of the SCO，must play a better leading role.
