当前,世界格局与全球秩序正经历着剧烈的变动。在国际舆论成为国际竞争重要战略性力量的时刻,国际关系的重塑如何影响国际传播?数字时代的国际传播如何反作用于国际关系?本文旨在从国际关系理论的三大主要流派——现实主义、自由主义和建构主义的视角出发,对近年来海外的代表性研究进行述评。本文发现,在权力、制度和文化的不同观照中,相应的国际传播可形成三条明晰的主线:从军事应用与国家安全的角度出发,国际传播具有影响国际权力塑造与分配的能力;从全球治理与国际合作的角度出发,国际传播催生出新的国际制度与适应选择模式;从身份建构与利益形塑的角度出发,国际传播在一定限度之下强化着当下大国竞争的加剧趋势。
Currently,the world system and global order are undergoing drastic changes. At the moment when international public opinion has become an important strategic force in international competition,how does the current reshaping of international relations affect international communication?How does international communication in the digital age react to international relations?This article aims to review the representative overseas studies in recent years from the perspective of the three main schools of international relations theory—realism,liberalism,and constructivism. This paper finds that,in different perspectives on power,institutions and culture,the corresponding international communication can form three clear main lines:From the perspective of military application and national security,international communication has the ability to influence the shaping and distribution of international power;from the perspective of global governance From the perspective of international cooperation,international communication is giving birth to a new international system and adaptive selection model;from the perspective of identity construction and interest shaping,international communication is strengthening the current trend of intensified competition among major powers under certain limits.
