2022年,欧洲社会普遍面临新冠疫情与俄乌冲突双重因素的负面影响。在新冠疫情逐步好转后,各国先后放开疫情防控政策,社会秩序逐渐回归往常状态,但年初爆发的俄乌冲突不但引发了欧洲民众对国家安全与难民涌入的忧虑,并且直接带来了能源危机、通货膨胀与生活成本飙升等问题,而各国纷纷出台的纾困方案并不能真正解决问题。与此同时,欧洲各国在社会领域的制度与政策变革也着力回应在福利保障、劳动就业、人口老龄化、性别不平等等方面的问题。欧洲各国民众在2022年持续不断的社会抗议正是针对上述种种问题发起的。另外,各国政府针对绿色与数字“双转型”的政策变革给欧洲社会带来了一些积极变化。
In 2022,European society faced generally the negative impacts of the dual factors of the COVID-19 pandemic and the Russia-Ukraine conflict. After the gradual recovery from the COVID-19 pandemic,European countries have successively liberalized their epidemic prevention and control policies,and the social order has gradually returned to its normal state. However,the Russia-Ukraine conflict that broke out at the beginning of the year not only caused European people’s worries about national security and the influx of refugees,but also directly brought about some problems among others the energy crisis,inflation,soaring cost of living. However,the rescue programs introduced by European countries could not really solve the problems. At the same time,the institutional reforms and policy changes in the social field by European countries have also focused on responding to issues such as welfare security,employment,population aging,and gender inequality and so on. The continuous social protests by people from various European countries in 2022 were precisely aimed at addressing these above issues. In addition,the policy changes of governments in various countries towards the dual green and digital transformations have brought some positive changes to European society.
