庞大的海外利益、严峻的海外安全形势、重大的海外安全风险和频发的海外安全事件,迫切需要中国自己的海外安保力量担负起保驾护航的使命。然而,由于我国企业大规模“走出去”的时间相对较短,海外利益保护尤其是在海外安保工作方面与发达国家相比还有很大的差距,海外情报信息搜集、安全风险评估、海外项目安全保护体系构建、突发安全事件处置等核心海外利益保护能力还相对较弱。究其原因,海外安全管理高端人才缺乏是重要因素。因此,加强我国海外安全管理高端人才培养问题已经得到业界的普遍关注。本文在调研分析我国海外安全管理高端人才能力素质构成、海外安全管理高端人才培养现状的基础上,通过借鉴发达国家国际安保公司高端人才培养的做法与经验,分析我国海外安全管理高端人才培养的基本路径。
The huge overseas interests,severe overseas security situations,serious overseas security risks and frequent overseas security incidents urge that China should have our own overseas security forces to undertake the mission of escort. However,the history of going out for Chinese enterprises on a large scale is relatively short. Compared with the developed countries,China still has a big gap in protection of overseas interests,especially the overseas security work. China’s core capabilities of security protection such as overseas intelligence information collection,security risk assessment,projects construction of security protection system,and emergencies handling are still relatively weak. The main reason is the lack of the high-end talents in overseas security management. Therefore,strengthening the high-end talents training of China’s overseas security management has received widespread attention. Based on the investigation and analysis of the capability and quality constitution and the current training situation of China’s overseas security management high-end talents,this paper has mainly discussed the basic paths of the high-end talents training in China’s overseas security management by referring to the relevant practices and experiences of international security companies in developed countries.
