Faced with profound and complex changes in the external environment，the Nineteenth National Congress of the CPC will be implemented in 2018 and the new development concept will be adhered to. Contrasting with the requirements of high quality development，focusing on Intelligent manufacturing，the industrial economy runs smoothly and the industrial structure continues to optimize，but the growth rate of profits has slowed down significantly and the growth of industrial investment has been weak. It is predicted that Henan’s industrial economy will continue to run smoothly in a reasonable range in 2019，and the growth rate of industrial added value above scale will remain above 6.5%. The overall trend of industrial operation is “narrow fluctuation of growth rate，optimization of industrial structure，acceleration of transformation and upgrading，and improvement of quality and efficiency”. Therefore，more efforts should be made in promoting industrial investment，upgrading industrial energy level，promoting industrial integration，strengthening innovation leadership，promoting intelligent manufacturing and optimizing business environment.
