党的十八大对新形势下建设高素质执政骨干队伍做出了新的部署和要求，提出要执行用人唯贤的干部路线，形成一套完善制度和机制，建设政治坚定、能力过硬、作风优良、奋发有为的高级领导干部队伍，为早日全面建成小康社会，实现中华民族伟大复兴的“中国梦”提供坚强保证。我们认为，新一届中央领导集体相继采取的一系列举措体现了对我国高级领导干部队伍建设的思路。本文以中共十八届中央委员会委员及候补委员为分析样本，对新形势下我国高级领导干部队伍建设进行了趋势性分析。
The 18th National Congress of the CPC made new arrangements and requirements for highly-qualified executive cadres under China’s new situation，proposed to carry out the meritocratic cadre line，to form a sound system and mechanisms to build apolitically firm team of leaders with capability，enthusiasm and fine working styles，toachieve the goal of building a moderately prosperous society earlier，so as to guarantee the realization of “Chinese Dream” of the national rejuvenation. The new central leadership has taken a series measures reflecting the ideas of constructing senior leading cadre steam. Taking a case study of the 18th members of the Central Committee and alternate members，theauthor attempts to make an analysis of the trends of constructing the senior leading cadre steam under new situation.
