Since the beginning of the Australian women movement,there have been many non-governmental women’s organizations. The Women’s Electoral Lobby,formed in the 1970s,has a unique contribution to securing full citizenship for women. On the one hand,the organization puts pressure on the government through interviews with candidates,organizing campaigns and mobilizing the media on the periphery. On the other hand,it promotes the establishment of women’s policy machinery within the government. Femocrats,the Wheel Model and the Women’s Budget Programm are the unique models of the Australian women movement. This model is not only popularized at all levels of government,but also enjoys a great reputation in the world. It was praised as a pioneer in “gender mainstreaming”. Through the review of the background and process of the formation of the women’s policy mechanism,this paper reveals the innovation and effectiveness of the women’s policy machinery and points out the shortcomings and provides references for the improvement of the status of women in the world and the realization of women’s full civil rights.
