The Federated States of Micronesia （FSM），which is located in the central Pacific Ocean，is one of the three freely associated states of the United States. Chuuk is the most populous state of the FSM，where secessionists have been campaigning for a referendum on independence since 2014，the 2020 referendum is scheduled for march 2022，but so far there has been no definite move，and its latest trend is still eye-catching. The reasons for Chuuk’s secession are complicated and the restraints，both at home and abroad，are also varied，reflecting the difficulties of the FSM in its modernization development，construction of foreign relations and building of national identity，which are common problems for the Pacific island countries.
