The nature and status of the port of Dalian, which was an ancient point of contact with the inner circulation of the Northeast Asian seas, gradually changed in modern times as Britain,France,Russia and others coveted and invaded it. After the Russo-Japanese War,Japan occupied “Kwantung Leased Territory”,making the port, the related islands and the society on board (fishermen),all under Japanese control to participate in the seas interaction. In particular, after the Japanese government issued the “Order of Control about Maritime Transport” in 1940,the port of Dalian was naturally incorporated into the system of integrated maritime management by Japan and created the illusion of a “community of maritime” centered on the port of Dalian. The modern port of Dalian in the historical seas of East Asia under the concept of control about Maritime Transport was one of the core points of the “community of maritime”,but it was one of the nodal ports of the sick “community of maritime” and an alienated existence under colonial plunder.
