中医药服务贸易是中医药传承创新发展的重要内容,大力推动其国际化进程是中医药高质量“走出去”的必要条件。当前,我国中医药服务贸易经过多年探索,已初具规模,发展涵盖了跨境支付、境外消费、商业存在、自然人流动四种类型,主要以中医药教育服务贸易、中医药科技服务贸易、中医药文化旅游服务贸易三大形式呈现。然而,研究发现,当前我国中医药服务贸易仍存在诸多问题,包括覆盖区域单一、营收能力不强、国外政策法规标准限制、人才短缺、文化传播能力不足、管理机制不合理等,阻碍其国际化进程。未来,需双管齐下,从贸易的主体和政策两端出发,鼓励服务贸易形式多元化,积极利用数字技术优化中医药服务贸易政策环境,推动中医药服务贸易迈上新台阶。
Trade in Traditional Chinese medicine(TCM)services is an important part of TCM inheritance and innovation,and accelerating its internationalization process is a necessary condition for high-quality development of TCM. At present,after years of exploration,China’s trade in TCM services has already reached a certain volume,covered Cross-Border Trade,Consumption Abroad,Commercial Presence,Presence of Natural Persons,and mainly presented in three major forms:TCM education service trade,TCM science and technology service trade,and TCM cultural tourism service trade. However,it is found that there are still many problems in China’s trade in TCM services,including limited coverage area,insufficient revenue capacity,restrictions from foreign regulations and standards,shortage of talents,insufficient cultural dissemination capacity and unreasonable management mechanism,which hinder the acceleration of its internationalization process. In the future,we need a multi-pronged approach,from both the main body side and policy side,encouraging diversification of forms of trade in services,actively using digital technology,optimizing the policy environment of the trade in TCM services,and in the end,enhancing the trade in TCM services to a new level.
