2021~2022年是菲律宾总统杜特尔特任期的最后两年。此外,新冠疫情和气候变化等风险要素的耦合作用为菲律宾可持续发展与社会现代化转型带来复杂的不确定性,致使医疗、教育、减贫、粮食、气候、性别、基础设施等社会发展领域两重性凸显,呈现波浪式前进的整体态势。尽管菲律宾社会发展亮点频现,但挑战亦显著。如何触发多维治理向度、促进性别—阶级—代际公平、切实改善民生,仍需下一任政府砥砺深耕。
The years 2021-2022 are the last two years of Philippine President Rodrigo Duterte’s term. In addition,the interaction of risk factors such as the Covid-19 epidemic and climate change has created complex uncertainties for the transformation of sustainable development and social modernization in the Philippines,resulting in significant differences in social development areas such as healthcare,education,poverty alleviation,food,climate,gender,and infrastructure,and an overall wave-like progression in the Philippines. While there are many bright spots in Philippine social development,there are also significant challenges. The next administration still needs to work on how to trigger multi-dimensional governance,promote gender-class-generational equity,and effectively improve people’s livelihoods.
