The rise of blockchain technology is the key to a new wave of digital economy development. Understanding the essence of technology is the only way to better meet the real demands of business and empower the digital economy. This paper delves into the nature of blockchain as a broadcast transmission technology from the perspective of technology evolution and analyzes the necessity of building a blockchain-based public IT system. In addition，combined with the design and technical framework of Blockchain-based Service Network （BSN） in practice，this paper analyzes the architecture，necessary features，and related practical applications regarding trusted public IT system construction.
