我国是一个陆海兼具的国家，也是世界上遭受海洋灾害影响最严重的国家之一。随着海洋经济的快速发展、海洋开发热潮的推进，沿海地区海洋灾害风险日益突出，海洋污染等造成的人为海洋灾害也在增加，国家蒙受了巨大的经济损失，亟须开展海洋防灾减灾工作。本报告以时间为轴线，简要概述了2020～2021年的海洋灾害及其社会应对基本情况，从不同应灾主体出发阐述了海洋灾害的社会应对机制，并以此为基础对目前海洋灾害的应对措施与方案提出了相应的建议。
As a land and sea country，China is one of the countries most seriously affected by Marine disasters in the world. With the rapid development of Marine economy and the promotion of Marine development boom，the risk of Marine disasters in coastal areas has become increasingly prominent，and man-made Marine disasters caused by Marine pollution have also increased，thus the country has suffered huge economic losses. The situation of Marine disaster prevention and mitigation is grim. Based on the time axis，this research report briefly summarizes the basic situation of Marine disasters and social response from 2020 to 2021，expounds the social response mechanism of Marine disasters from different disaster victims，and puts forward reasonable suggestions and countermeasures on this basis.
