2021年是“十四五”规划的开局之年，在疫情防控、信息化、全球化和海洋命运共同体理念的背景下，我国“海洋非遗”在实际工作开展中进行了一些新的探索和实践，并在保护与发展目标、保护与传承主体和保护与发展形式方面有了新的变化。在具体发展过程中，“海洋非遗”保护与发展制度的建设实现了新跨越，“海洋非遗”的理论研究与实践工作跨界联动成效显著，“海洋非遗”与经济社会形成了融合发展的新趋势，“海洋非遗”的数字化发展成为一种新动力，“海洋非遗”发展的最终目的强调“还遗于民”。但是，“海洋非遗”也在发展的过程中遇到了一些新的问题和挑战。总结2021年我国“海洋非遗”的保护与发展情况，可以发现2021年我国“海洋非遗”工作的开展依旧在一定程度上受到了疫情的影响，也正是基于此，很多“海洋非遗”活动的举办受阻。为了克服“海洋非遗”发展中遇到的网络传播与展演形式单一、同美好生活观的结合程度不高、创造性转化与创新性发展能力有待提高等问题，各“海洋非遗”发展主体不断探索新发展模式，初步构建了一套“共有、共建、共享”的“海洋非遗”发展机制，总结了新发展阶段我国“海洋非遗”在理论研究与实践工作跨界联动、与经济社会融合发展、数字化发展以及“还遗于民”等方面的一些先进发展思路和经验。
The “14th Five-Year Plan” kicks off in 2021. China’s “Marine Intangible Cultural Heritage” has made some new explorations and practices in its practical work，as well as new adjustments in its development objectives，development subjects，and development forms，against the backdrop of normalization of epidemic prevention and control，informationization，globalization，and “community of the destiny of the sea.” The construction of the protection and development system of “Marine Intangible Cultural Heritage” has achieved a new leap in the specific development process，and the digital development of “Marine Intangible Cultural Heritage” is becoming a new power. The cross-border collaboration of theoretical research and practical work on “Marine Intangible Cultural Heritage” has yielded impressive results，and “Marine Intangible Cultural Heritage” has established a new trend of integrated development with the economy and society. The ultimate goal of “Marine Intangible Cultural Heritage Development” emphasizes that it will be left to the people. However，in the course of its development，“Marine Intangible Cultural Heritage” has encountered some new problems and challenges. By summarizing the protection and development of China’s “Marine Intangible Cultural Heritage” in 2021，we can see that the development of China’s “Marine Intangible Cultural Heritage” in 2021 was still affected to some extent by the epidemic situation，and it is precisely because of this that many “Marine Intangible Cultural Heritage” activities were frustrated. In order to overcome the problems encountered in the development of “marine intangible cultural heritage”，such as the simplification of network communication and performance forms，the low degree of integration with the concept of a better life，and the lack of creative transformation and innovative development capabilities，the development subjects of “marine intangible cultural heritage” have continuously explored their new development models and initially constructed a set of “shared，co-constructed and shared”“marine intangible cultural heritage” development mechanisms. We have explored some advanced development ideas and experience of China’s “marine intangible cultural heritage” in the new stage of development in the cross-border linkage between theoretical research and practical work，the integrated development of “marine intangible cultural heritage” and economy and society，the digital development model of “marine intangible cultural heritage” and the “marine intangible cultural heritage” remaining to the people.
