粤港澳大湾区打造人才发展新平台研究

粤港澳大湾区打造人才发展新平台,对于人才高质量发展、促进人才作用的发挥和保障人才资源等尤其重要。本报告首先分析了粤港澳大湾区人才发展整体情况,并深入剖析了核心城市的人才发展现状和需求、实施的人才政策。其次,从人才政策体系、经济社会发展和产业转型升级、人才社会保障等多方面探究当前人才发展平台建设成效。再次,分析现阶段粤港澳大湾区人才发展平台建设存在的问题与面临的挑战,包括高层次人才数量偏少和人才结构不合理,人才创新创业能力仍显不足,人才培养、引进和流动机制不健全,人才发展保障机制不完善,人才发展环境不佳。最后,梳理并总结国内外地区人才发展与平台建设的先进经验,为粤港澳大湾区打造人才发展新平台提出思路和建议:优化产学研协同创新体系,大力培育创新创业人才;健全人才培养、引进和流动机制,实施人才评价和激励措施;完善人才发展保障机制,提高人才生活服务供给能力;优化人才发展环境,培育良好的创新创业氛围。

Abstract

Building a new platform of talent development in the Guangdong-Hong Kong-Macao Greater Bay Area is particularly important for the high-quality development of talents. This report firstly analyzes the overall status of talent development in the Greater Bay Area as well as deeply examines the talent development status and needs,talent policy implemented of the core cities. Secondly,it explores the current construction status of the talent development platform from the aspects of the talent policy system,economic and social development,industrial transformation and upgrading,and talent social security. Then,this report analyzes the problems and challenges of the construction of talent development platform in the Guangdong-Hong Kong-Macao Greater Bay Area,including high-level talent quantity relatively small and talent structure unreasonable,innovation and entrepreneurship ability of talents is still insufficient,mechanism of talent cultivation,introduction,and flow is not complete,talent development guarantee mechanism needs to be improved,and talent development environment is poor. Finally,it summarizes the advanced experience of talent development and platform construction at home and abroad,and puts forward ideas and suggestions for building a new platform of talent development in the Guangdong-Hong Kong-Macao Greater Bay Area,namely,optimizing the Industry-University-Research collaborative innovation system,and vigorously cultivating innovative and entrepreneurial talents,improving the mechanism of talent cultivation,introduction and flow,and implementing talent evaluation and incentive measures,improving the talent development guarantee mechanism and the supply capacity of talent life services,and optimizing the talent development environment,and creating a good atmosphere of innovation and entrepreneurship.
