本报告利用研发总开支、总研发人员数量、获批准的专利数量、高科技产品出口货值、高等教育机构研发支出、高校研发人员占比等六个指标,运用因子分析法测算了2010~2019年香港科技创新发展水平得分,发现香港科技创新水平持续提高且呈现增速加快的趋势。在数据分析的基础上,本报告进一步对香港科技创新制度体系的基本情况进行梳理,发现香港的科创制度优势主要体现在统筹科技创新事业、注重人才引进培养、重视政策和资金支持、引导产学研协同发展等四个方面。基于香港科创制度的经验,广东的科技创新制度可以从整体统筹规划科创产业、推进产学研协同发展、培育和引进科创人才等三个层面进行优化,提升广东整体的科技创新水平。
This report uses factor analysis method to evaluate the development of Hong Kong’s science and technology innovation from 2010 to 2019. Six indicators,including total R& D investment,the number of R& D personnel,the number of patent approved,high-tech product export,R& D expenditure of higher education institutions,and proportion of R&D personnel in colleges and universities are taken into account. The findings indicate that the level of technological innovation in Hong Kong continues to improve and shows a trend of accelerating growth. On the basis of data analysis,this report further summarizes the basic situation of Hong Kong’s scientific and technological innovation system. In general,the advantages of Hong Kong’s scientific and technological innovation system are mainly reflected in four aspects:overall planning of scientific and technological innovation,focusing on talents introduction and training,attaching great importance to policy and financial support,and guiding the collaborative development of industry,university and research. Therefore,Guangdong’s scientific and technological innovation system can be optimized from three aspects:overall planning of scientific and technological innovation industry,promoting the collaborative development of production,education and research,cultivating and introducing scientific and technological talents. An optimization of innovation system is beneficial for the development of scientific and technological innovation in Guangdong.
