粤港澳大湾区拥有对接国内国际市场的先天优势,在“以国内大循环为主体、国内国际双循环相互促进”的新发展格局背景下,协同打造优势互补的科创生态圈,对粤港澳大湾区高质量发展起着至关重要的作用。粤港澳大湾区科创生态的发展在引才、投资等方面有政策优势,但同时也存在一些不足,例如:香港、澳门及珠三角九市创新科技发展水平不一,而且香港、澳门顶尖的教育与科研资源受限于本地市场,科研成果转化有限。针对粤港澳大湾区科创生态的发展现状,本报告指出粤港澳大湾区科创生态的政策引导的两个方向:第一,在内循环中,促进形成“前厂后店”的科创生态圈;第二,在双循环中,促进香港、深圳、广州形成“前研后产”的科创生态圈。
The Guangdong-Hong Kong-Macao Greater Bay Area has the innate advantage of docking with domestic and international markets. Under the background of the new development pattern of “internal circulation as the main body,domestic and international double circulation promote each other”,it plays a crucial role in the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area to jointly build a science and innovation ecosystem with complementary advantages. The development of science and innovation ecology in the Guangdong-Hong Kong-Macao Greater Bay Area has policy advantages in attracting talents and investment,but it also has some shortcomings. For example,the innovation and technology development levels of Hong Kong,Macao and the nine cities in the Pearl River Delta are not consistent. Moreover,the top education and research resources in Hong Kong and Macao are limited by the local market,and the transformation of scientific research achievements is limited. In view of the development status of the science and innovation ecology in the Guangdong-Hong Kong-Macao Greater Bay Area,this report points out two policy directions for the science and innovation ecology in the Guangdong-Hong Kong-Macao Bay Area. Firstly,In the internal circulation,promote the formation of a science and innovation ecosystem of “front factory and back store”. Secondly,in the double cycle,we should encourage Hong Kong,Shenzhen and Guangzhou to form a science and innovation ecosystem that focuses on research before production.
