At present，the competition for introducing overseas talent introduction is fierce. Guangzhou’s policy of introducing overseas talents has major impacts on its economic and social development. According to the new requirements for the development of high-level talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area，there are some problems such as insufficient and unbalanced policy support，ineffective coordinated implementation，weak overall publicity effect，and insufficient innovation and flexibility. Guangzhou should focus on innovation，strategy，policy，reform and industry needs，and improve the implementationof overseas talent attraction policy in terms of strengthening its resilience，improving its benefits，and promoting its dissemination and innovation.
