2022年广州正式启动营商环境5.0改革，更为聚焦市场主体关切。本报告基于市场评价为第一标准的思路，采用问卷调查方式，研判企业对广州营商环境市场化、法治化、国际化、便利化、数字化改革的看法。结果显示，受访企业整体处于“比较满意”水平。较之2021年，接近五成受访企业认为2022年营商环境有改善，并对便利化、数字化满意度较高，对市场化满意度较低。小微企业获得感有待提升。受访企业认可广州在深化政务服务便利化、数字赋能涉企业务、创新法治服务举措、深化规则衔接机制对接、夯实市场经济基础性制度等方面的做法，同时提出进一步提升涉企业务的便利化水平、降低企业经营成本、强化国际经贸规则对接合作等诉求。为持续优化营商环境，广州应加强数字赋能政务服务，提高涉企办事质效，建设全国统一大市场，促进要素自由流动，完善涉外规则对接，提升对外开放水平。
In 2022，Guangzhou launched business environment reform 5.0，focusing more on the concerns of enterprises. Therefore，based on the idea of market evaluation as the first standard，this report adopts questionnaire survey to study and evaluate enterprises’ views on themarket-oriented and law-based international business environment in Guangzhou as well as its convenience and digital development. The results show that the surveyed enterprises are “relatively satisfied”. Compared with 2021，nearly 50% of the surveyed enterprises believe that the business environment is improved in 2022. They show high satisfaction with facilitation and digitalization，but low satisfaction with marketization. And the satisfaction of small and micro businesses are yet to be improved. The enterprises recognized Guangzhou’s practice in facilitation of government services，business-related digital empowerment services，innovative legal service measures，as well as its efforts in deepening the connection mechanism of rules，and consolidating the basic system of market economy. At the same time，they propose to further improve the facilitation level of business related to enterprises，reduce the cost of business，and strengthen the coordination of international economic and trade rules. In order to continuously optimize the business environment，Guangzhou should digitally empower government services，improve the quality and efficiency of enterprise-related affairs，build a unified national market，promote the free flow of factors，improve the alignment with international rules and regulations，and enhance the level of opening up.
