吸引国际组织落户是北京推进国际交往中心功能建设的重要举措,也是中国提升国家形象与国际影响力的重要手段。北京作为国际组织驻地的“后来者”,可以参考波恩吸引国际组织落户的有益经验。波恩作为德国的联合国城,不仅是25个联合国机构和代表处的驻地,还是可持续发展领域的全球对话中心。这既源于两德统一后对前首都波恩的重新定位,也得益于联邦政府与地方政府的支持政策和配套设施的完善,还有赖于波恩在可持续发展相关议题上的深耕。受波恩的经验启发,北京应该不断完善国际组织落户与管理服务的制度设计,建设好国际组织聚集区,明晰国际组织招引目录的目标,以此提高北京对国际组织的吸引力。
Attracting international organizations to locate in Beijing is part of Beijing’s strategy of functioning as International Exchange Center and a way to improve the national image and influence of China. As a newcomer to hosting international organizations,Beijing can draw on Bonn’s practice in attracting international organizations. Bonn is Germany’s United Nations City hosting 25 United Nations organizations and can be considered as a global center for sustainability. This has resulted from not only the promulgation of Berlin-Bonn Act,which positions Bonn as a seat for international organizations,but also the support for settlement,ongoing operations and conferences by German federal ministries,the city of Bonn and the state of North Rhine-Westphalia. In addition,Bonn’s emergence as a global hub for sustainability came through many years of effort to promote sustainability. Having learned from Bonn’s practice,Beijing can put more effort in providing effective and efficient management services,clustering international organizations,and identifying the international organizations to be attracted,so as to entice more international organizations to locate in Beijing.
