本文选取了英国伦敦市、韩国仁川市和中国上海市等地区加强区域国际交往功能建设的实际案例，阐述了在老城国际化更新、国际组织集聚、国际社区治理等方面的先进做法，以及通过国际组织集聚、国际会展产业、地区特色文化传播等国际交往活动带动区域发展的经验，提出以国际交往促进区域发展的主要建议，包括推动国际组织集聚、打造国际化公共服务体系、提升国际化治理能力以及打造具有国际性的文化符号等。
Based on the case studies of international communication function construction in the United Kingdom，the Republic of Korea，Japan and Shanghai，this paper expounds the advanced practices in the aspects of the international renewal of old town，the gathering of international organizations，and the international community governance，as well as experiences of regional development driven by international contacts，such as the gathering of international organizations，the International Convention and Exhibition Industry，and the dissemination of culture with regional characteristics，this paper puts forward some suggestions on how to promote the regional development by international communication，such as promoting the gathering of international organizations，building the international public service system，improving the international governance ability and building the international cultural symbol.
