当前北京培育建设国际消费中心城市的基本框架初步形成,在规划统领建设、商圈消费能级提升、双枢纽国际消费功能区启动、数字赋能消费生态、会展资源整合等方面取得一定成效。但是,一些难点痛点也逐步凸显。全球要素集聚与资源配置能力有待提升,消费对产业的牵引作用有待显现,品牌集聚难以提升商业消费能级,消费环境体制机制亟待创新突破。为此,须把握国际消费发展趋势,立足城市特色和发展基础,以“两区”建设为契机,用好“五子联动”优势,破除制约消费扩大和升级的因素,提升要素配置力、品牌引领力、文化创新力、技术支撑力和制度保障力,推进国际消费中心城市建设进入新高度。
At present,the basic framework for Beijing to cultivate and build itself into an international consumption center city has taken shape. Some achievements have been made in the planning and construction of leadership,the upgrading of consumption level in the business district,the launching of dual-hub international consumption functional area,the digital enabling consumption ecology,and the integration of exhibition resources. However,some difficulties and pain points are also gradually highlighted. The ability of global factor agglomeration and resource allocation needs to be improved,the driving effect of consumption on industry needs to be revealed,brand agglomeration is difficult to improve the level of commercial consumption,and the consumption environment system and mechanism need to be innovated and broken through. Therefore,it is necessary to grasp the development trend of international consumption on the base of urban characteristics and development basis,take the construction of “two zones” as an opportunity,and make good use of the advantage of “five key projects”. To remove the factors that restrict the expansion and upgrading of consumption,improve the ability to allocate factors of production,brand leadership,cultural innovation,technological support and institutional support,and push the development of the international consumption center to a new height.
