RCEP框架下中国教育服务贸易高质量发展策略研究

文章摘要

RCEP的签订对我国教育服务贸易竞争力提升和高质量发展具有重大意义,本文基于RCEP,按照四种服务贸易提供模式和教育层次的纵横分类,从市场准入和国民待遇两方面阐述各国教育服务贸易开放规则。本文运用竞争力指标测度我国高等教育服务贸易在RCEP国家的竞争力,并与日本进行对比分析。本文提出RCEP框架下我国教育服务贸易面临的挑战和高质量发展策略,这些策略包括:优化网络和远程教育,把握跨境交付在后疫情时代的重要作用;加强境外办学监管和资源建设,提升我国教育服务出口质量;推进高水平中外合作办学,与“高占有”及“高增长”RCEP国家高校开展多种联合项目;完善国内相关政策法规,进一步明晰国内教育服务贸易的规范与标准。

Abstract

The signing of RCEP is of great significance to the competitiveness enhancement and high-quality development of China’s education service trade. Based on the RCEP agreement,the rules for opening up education service trade in each country are elaborated in terms of market access restrictions and national treatment according to the longitudinal and horizontal classification of the four service trade modes and education levels. The competitiveness of China’s trade in higher education services in the markets of RCEP member countries is measured using competitiveness indicators,and a comparative analysis is made with Japan. Explaining the challenges faced by China’s education service trade under the RCEP framework and giving targeted strategies for high-quality development;optimizing and enriching online education platforms and paying attention to the role of cross-border delivery in the post-epidemic era;strengthening the supervision and resources of overseas schooling to improve the quality of China’s education service exports;promoting high-level Sino-foreign cooperative education,and carry out various joint projects with universities in “high-occupancy” and “high-growth” RCEP countries;improving the relevant domestic policies and regulations,and further clarify the norms and standards of domestic education service trade.
