2021年1月拜登上台之后,美国的中东欧政策在一定程度上出现了诸多新变化,主要表现在三个方面:其一,欧洲战略重心重回西欧大国;其二,与部分中东欧盟友关系的紧密度有所下降;其三,对中东欧地区的介入从“台前胁迫”转向“幕后领导”。虽然美国中东欧政策在表现形式和政策重心上发生了一定变化,但美国中东欧政策的主要目标并未发生改变,一方面是通过输出液化天然气获得地缘经济利益,另一方面则是传统的离岸平衡目的。
After the Biden administration took office in January 2021,the U.S. policy on Central and Eastern Europe(CEE)had undergone many changes. First,the strategic focus of the policy shifted back to the Western European powers. Secondly,the U.S. relationship with some CEE allies weakened to some extent. Third,the U.S. involvement in the CEE region shifted from open coercion to behind-the-scenes leadership. Despite the changes in the form and focus,the main objectives of U.S. policy in CEE remained unchanged. They continued to be gaining geo-economic benefits through the export of LNG on the one hand,and achieving the traditional offshore balancing on the other.
