2022年2月爆发的俄乌冲突对全球能源行业产生了复杂深刻的影响,也对能源进口大国意大利造成了严重冲击。为缓解能源危机,意大利政府“多管齐下”,采取了多元化能源进口来源地、减免税费与增加补贴、促进新能源产业发展等一系列措施,旨在缓解能源供应紧张、抑制能源价格飙升、维护国内经济与社会稳定,同时加快推进能源转型。本文基于意大利电力与天然气行业的发展现状和未来趋势,重点阐述俄乌冲突给该国能源行业带来的问题与挑战,并基于此分析该国政府与企业应对能源危机的主要举措及其成效。
The Russia-Ukraine conflict,which broke out in February 2022,has generated a complex and profound impact on global energy sector,and has also made a serious impact on Italy,a major energy importing country. To mitigate the negative effects of the energy crisis,the Italian government has adopted a series of measures,such as diversifying the sources of energy imports,reducing taxes and subsidies,and promoting the development of renewable energies,aiming to alleviate energy supply constraints,curb energy price spikes,maintain economic and social stability,and accelerate energy transition. Based on the current situation and future trends of Italy’s electricity and gas sectors,this paper focuses on the problems and challenges brought by the Russian-Ukraine conflict in Italian energy sector,and analyzes the main initiatives taken by the Italian government and enterprises to cope with energy crisis and their effectiveness.
