托卡耶夫就职后在政治、经济、外交领域延续纳扎尔巴耶夫施政理念的同时,进行了系列革新。政治上,托卡耶夫尽力寻求保证政府机构与国家体系的稳定,促进政府与社会对话,完成了政权的平稳过渡,强化了新一代执政集团的能力,但是他依然需要深化、落实政治改革以安抚民众情绪。经济上,应对新冠肺炎疫情后的经济形势是托卡耶夫的施政重点。托卡耶夫改革经济结构、引入数字化经济,在民生领域发力。虽然哈国实现了经济增长与经济结构调整,但群众情绪不满、改革激进、国际市场恢复慢造成的阻力等问题依然存在。外交上,托卡耶夫充分利用多边主义带来的机遇,通过扩大全球性战略合作,拓展国家生存空间。总体而言,2019~2021年托卡耶夫执政状况喜忧参半。
After Tokayev’s presidency,he introduced a series of innovations in the political,economic and diplomatic areas while continuing Nazarbayev’s thinking on governance. Politically,Tokayev sought to ensure the stability of the government agency and the state system,promote dialogue between the government and society,complete a smooth transfer of power,and strengthen the capacity of the new generation of the ruling group. However,there was still a need to deepen and implement political reforms to reassure the people. Economically,dealing with the economic situation under the COVID-19 epidemic was a key focus of Tokayev’s administration. Tokayev reformed the economic structure,introduced a digital economy and made efforts in the area of people’s livelihoods. Although Kazakhstan achieved economic growth and economic restructuring,a number of problems,including discontent among the masses,radical reforms and resistance caused by the slow recovery of international markets,still remained. Diplomatically,Tokayev took full advantage of the opportunity brought by multilateralism to expand the country’s viability by extending global strategic cooperation. In general,the administration of Tokayev from 2019 to 2021 was mixed.
