Civil-military relations is a classic proposition in political science. Concordance theory is a key issue in this proposition. Concordance theory focuses on examining dialogues,compromises and common values among the military,the political elites and the citizenry,and considers that three partners should embrace a cooperative relationship in order to avoid military intervention. In the case of Algeria,the failure of interaction and cooperation among the military,the political elites and the citizenry are the main reason for the military interventions in the country. Concordance theory effectively explains the logic behind the escalating civil-military relations in Algeria. In the future,under the unified leadership of the popular government (or the civil government),the military remains moderate independence and limited intervention capacity,which will still be the normal state of civil-military game in Algeria.
