2021年,菅义伟政府和岸田文雄政府整体延续了安倍晋三执政时期的对非政策方针。日本既保持对非洲事务的持续参与力度,又通过加强同欧美国家的在非第三方合作以维持国际政治影响力,还注重通过“官民协作”的模式进一步发掘日非经贸合作潜力。在具体方式上,日本一方面从长期角度持续加强对非经贸合作与社会发展援助;另一方面聚焦现实问题,积极开展疫苗援助外交。此外,日本还着眼于实现自身在非战略意图,为2022年在突尼斯召开的第八届东京非洲发展国际会议搭桥铺路。
In 2021,the Suga and Kishida administrations generally continued Shinzo Abe’s Africa policy,which attempt to keep its participation in African affairs and maintain its international political influence by strengthening the third-party cooperation with U.S. and European countries in Africa. Japan also paid attention to further developing the potential of Japan-Africa economic and trade cooperation through the mode of “public-private cooperation”. In specific ways,on the one hand,Japan continued to strengthen economic and trade cooperation and social development assistance to Africa from a long-term perspective. On the other hand,it also focused on practical issues and actively carries out vaccine assistance diplomacy. Japan has also attempted to implement its own strategy by paving the way for the 8th Tokyo International Conference on African Development(TICAD Ⅷ),which was held in Tunis in 2022.
