在百年未有之大变局下,国际格局的演进正在提速换挡,新冠疫情在全世界范围内的大流行对国际关系产生了重大、深远、全方位的影响。在新冠疫情防控常态化背景下,日本和欧洲再次“抱团取暖”,在日本和欧盟EPA、SPA和《可持续互联互通伙伴关系协议》的推动下,双方关系密切程度再创新高。日本与欧盟主要成员国法国和德国的关系不断推进,与此同时,日本与英国在经济贸易和安全保障领域的“全球战略伙伴”关系日益强化。本报告从日本与欧盟的关系、日本与法国和德国的关系以及日本与英国的关系三个方面探讨国际变局下日本和欧洲战略合作的动向及影响。
Amid unprecedented changes of current international landscape and the far-reaching impact of the COVID-19 epidemic,Japan and Europe come once again close to each other for their own national interests. With the signing of Japan-EU EPA,Japan-EU SPA and Japan-EU Partnership Agreement on Sustainable Connectivity,the closeness of Japan-EU relations has reached a new peak. Japan’s relations with key EU members such as France and Germany are also improving,while its “global strategic partnership” with the UK in fields of economy,trade and security is also strengthened. The article discusses the strategic cooperation between Japan and Europe has been strengthened under the changing international situation from three aspects namely Japan-EU relations,Japan relations with France and Germany and Japan-UK relations.
