对比2020年,2021年德国移民总数明显增长。在疫情持续和防控常态化的过程中,德国政府把推广新冠疫苗接种作为抗疫的第一要务。为了加快疫苗接种,德国引入“2G”“2G+”“3G”“3G+”等限制性规则。移民群体的接种率低于德国本土居民,主要原因在于缺乏语言知识和害怕因暴露身份而被遣返。新一届政府上任之后,德国的移民政策变得更加宽松,德国对专业技术移民的吸引力得到进一步加强。大量非法移民越过波兰边境进入德国,给德国的移民治理带来了困难。持续的疫情推动了德国移民治理的电子化进程,也改变了人们的社会心理,未来的德国将可能还要直面因乌克兰危机而产生的难民所带来的巨大压力。
Compared with 2020,the total number of immigrants to Germany increased significantly in 2021. The German government has made the promotion of COVID-19 vaccination its top priority as the epidemic continues and the prevention and control process becomes regular. In order to speed up the vaccination process,Germany introduced restrictive rules such as “2G”,“2G+”,“3G” and “3G+”. Immigrant groups have lower vaccination rates than native Germans,mainly due to lack of language knowledge and fear of being deported for revealing their status. After the new government took office,Germany’s immigration policy has become more relaxed,and Germany’s attractiveness to professional and skilled immigrants has been further strengthened. A large number of illegal refugees crossed the Polish border into Germany,bringing difficulties to Germany’s immigration governance. The ongoing epidemic has promoted the electronic process of German immigration management,and has also changed people’s social psychology. In the future,Germany may face the enormous pressure brought by the Ukrainian war refugees.
