2021年,处于新冠疫情持续影响下的法国受国内、国际局势的影响,出现了移民人数反弹的“弥补效应”。在“疫苗注射行动”和“健康通行证”的双重保障下,法国政府逐步有序开放边境,恢复人员流动。出于经济复苏与发展的需要,法国政府着力推进“新创企业”与国际人才移民计划。因为英吉利海峡(芒什海峡)和北海海域非法越境事故频发,法国政府决心开展国际合作,坚决打击非法移民人口走私犯罪。为了更好地安置难民和有效促进移民融入,法国政府大力开展“数字化服务管理机制”,帮助弱势移民群体,并对新到来的移民进行“地区引导安置”以更加合理地分配资源,保障移民权益。未来,法国政府作为新一届的欧盟轮值主席,将寻求在欧洲层面,乃至更大的范围实行有效率、有组织的移民治理策略。
In 2021,affected by the domestic and international situation,France,which is still in the midst of the epidemic,experienced a “compensatory effect” in the rebounding number of immigrants. Under the dual guarantee of “vaccination campaign” and “health pass”,the French government has gradually opened its borders in an orderly manner and resumed the flow of people. In order to meet the needs of economic recovery and development,the French government has made great efforts to promote “Start-ups” and international talent immigration programs. Because of the frequent illegal cross-border accidents in the Manche Strait and the North Sea,the French government is determined to carry out international cooperation and resolutely crack down on the crime of illegal immigrant smuggling. In order to better resettle refugees and effectively promote the integration of immigrants,the French government has vigorously developed a “digital service management mechanism” to help the vulnerable group of immigrants,and conducted “regional guidance and resettlement” for newly arrived immigrants so as to allocate resources more reasonably,to protect the rights and interests of immigrants. In the future,the French government,as the new rotating presidency of EU,will seek to implement an efficient and organized immigration governance strategy at the European level and even on a larger scale.
