2021年,地中海移民潮再起。以中地中海线为首,偷渡活动的频率呈现报复性增长。本报告旨在对疫情防控下的意大利非常规移民问题进行分析。研究发现,非常规移民报复性反弹给意大利带来了巨大安置压力,此外疫情防控下移民的权益保障问题也愈发突出。报告指出,来源国和登船国政治、经济局势变化是偷渡活动的频率呈报复性增长的主要原因:利比亚“存量移民”的释放和埃及偷渡者的加入;突尼斯政局不稳,民生凋敝,导致民众继续出逃;受中东移民改线、土耳其政府刻意放纵影响,土耳其-南意支线兴起。在疫情防控与移民管控双重背景下,借助“船上隔离”方案,德拉吉政府较为妥善地安置了大部分非常规移民;在“疫苗全民接种运动”与“绿通”实施过程中,政府也给予移民充分关照,通过完善法令、灵活调整,移民权益得到基本保障。未来,意大利将继续在移民管控方面与多方寻求合作,推动“都柏林体系”改革以及《马耳他协议》的落实,以有效应对移民问题。
In 2021,migration to the European Union was on the rise again. Led by the Central Mediterranean Route,there has been a retaliatory increase in illegal arrivals. This essay aims to provide a brief introduction and an analysis of the problem of irregular migration in Italy under the prevention and control of the pandemic. In the first place,it reveals that the retaliatory growth of irregular migrants has caused enormous pressure on Italy in terms of migrant reception. In addition,the guarantee of migrants’ rights under pandemic prevention and control has also become a prominent issue. Secondly,it indicates that the changes in the political and economic situation in the countries of origin and boarding are the main reasons for this sharp rise. Among the three main boarding sub-routes:Libya has released a small number of its stock of stagnated migrants and some Egyptian illegal migrants have joined the flows from Libya to Italy;Tunisia’s political instability and destitution have led people to continue fleeing the country;and migration flows on the new route from Turkey to Southern Italy have risen due to the re-routing of migrants from the Middle East and the deliberate indulgence of the Turkish government. Thirdly,in consideration of the background characterized by pandemic prevention and migration control,the Draghi government has properly accommodated most of the irregular immigrants by conducting the Onboard Quarantine plan. Moreover,during the national vaccination campaign and the implementation of Green Pass,the government has also dedicated full attention to migrants,and therefore their basic rights have been protected by improving laws and making flexible adjustments. In the future,Italy will continue to seek cooperation with various parties in migration control and management,promote the reform of the Dublin system and the implementation of the Malta Agreement,and effectively deal with irregular migration.
