针对跨境电商政策的研究有助于制定更合理有效的跨境电商政策，尤其是在党的二十大精神指导下，能更好地推动跨境电商未来发展。结合党的二十大报告定量分析我国跨境电商政策，研究发现，已有的跨境电商政策与二十大精神内容存在一定的偏差，应围绕二十大精神对跨境电商政策进行调整；跨境电商政策在2020年爆发，且呈现三个时间阶段状态；地方层面跨境电商政策数量要远超国家层面，在不同政策工具方面差异较大，且在不同时间阶段既表现出政策类型的趋同也存在一定的差异。为贯彻党的二十大精神，更好发挥政策对跨境电商的推动效用，应正视已有政策与二十大精神的偏差，围绕二十大精神的指引，更有针对性出台国家层面及地方层面的跨境电商政策，以期发挥出政策对跨境电商的推动作用，实现跨境电商健康发展。
The study of cross-border e-commerce policies will help to formulate more reasonable and effective cross-border e-commerce policies，and better promote the future development of cross-border e-commerce especially under the guidance of the spirit of the 20th National Congress of the Communist Party of China. Based on the quantitative analysis of China’s cross-border e-commerce policies by the 20th National Congress of the Communist Party of China. According to research findings，there are deviations between the existing cross-border e-commerce policies and the spirit of the 20th National Congress of the Communist Party of China. It is necessary to revise the cross-border e-commerce policies according to the spirit of the 20th National Congress of the Communist Party of China. In 2020，cross-border e-commerce policies were issued intensively，and it presented three stages. The number of cross-border e-commerce policies of local governments is more than that of the State Council and national ministries. There are great differences in different policy tools，and there are some convergences of policy types at different stages. We should pay close attention to the deviation between the existing policies and the spirit of the 20th National Congress in order to implement and take the advantage of cross-border e-commerce policies. Based on the guidance of the spirit of the 20th National Congress，the cross-border e-commerce policies of local governments and nation will be issued in order to realize the healthy development of cross-border e-commerce.
