伊朗是当今世界毒品滥用问题最为严重的国家之一。历史原因是造成当今伊朗毒品问题“禁而不绝、剿而不灭、积重难返”的重要内部因素,而与毒品生产大国阿富汗相邻的地缘环境是造成这一局面的关键外部因素,两者共同构成未来伊朗政府在禁毒领域不得不面对的内外现实困境。1979年伊斯兰革命后,伊朗政府实施严厉的禁毒措施,颁布禁毒法令,成立禁毒机构,加强国际禁毒交流与合作,伊朗由此由传统的毒品生产国转变为毒品进口国,由传统的毒品输出国转变为重要的“毒品通道”。但从近年来伊朗缉获的各类易制毒化学品数量来看,不排除伊朗国内依旧存在大规模制造毒品的潜在风险和隐患。伊朗的毒品问题不仅给司法系统带来沉重负担,也造成大量人员死亡和艾滋病的传播,进而持续考验着伊朗政府的执政能力和执政水平。
Iran is one of the countries with the most serious drug abuse problem in the world. The historical reason is an important internal factor that causes the current Iranian drug problem to be “forbidden and endless,suppressed but not destroyed,accumulated and difficult to return”,and the geographical environment adjacent to Afghanistan,a major drug producing country,is the key external factor causing this situation. The two together constitute the internal and external practical difficulties that the Iranian government will have to face in the field of drug control in the future. After the Islamic revolution in 1979,the Iranian government implemented strict anti-drug measures,promulgated anti-drug laws,established anti-drug institutions and strengthened international anti-drug exchanges and cooperation. As a result,Iran has changed from a traditional drug producing country to a drug importing country and from a traditional drug exporting country to an important “drug channel”. However,judging from the quantity of various precursor chemicals seized in Iran in recent years,it cannot be ruled out that there are still potential risks and hidden dangers of large-scale drug manufacturing in Iran. The drug problem in Iran not only brings heavy burden to the judicial system,but also causes a large number of deaths and the spread of AIDS,thus continuing to test the ruling ability and governance level of the Iran government.
