美国的易制毒化学品在很长时期内不是执法的重点，随着20世纪50年代至80年代甲基苯丙胺的流行及滥用，对甲基苯丙胺前体的监管被提上日程。甲基苯丙胺前体的监管之争，使美国对易制毒化学品的处置逐渐走上执法与监管的平衡。本报告以甲基苯丙胺前体监管为切入点，通过爬梳易制毒化学品监管的立法、范围、技术、国际合作，并结合当下的新冠肺炎疫情与芬太尼危机双重作用，研究在全球化时代如何通过加强国际合作、研发技术、立法执法等监管易制毒化学品的生产、营销、消费、存储以及进出口，进而使其得到有效监管，控制毒情形势在全球的蔓延。
Precursor chemicals in United States were not the focus of law enforcement for a long time. With the pandemic and abuse of methamphetamine from the 1950s to the 1980s，the regulation of methamphetamine precursors was put on the agenda. The dispute over the regulation of methamphetamine precursors has gradually brought US’s disposal of precursor chemicals into a balance between law enforcement and regulation. This report takes the regulation of methamphetamine precursors as an entry point. Based on the analysis of the legislation，scope，technology，and international cooperation of US’s precursor chemicals regulation，particularly in terms of the responses to the challenges of the interactions of COVID-19 epidemic and fentanyl crisis，this report researches how to regulate the production，marketing，consumption，storage，import and export of precursor chemicals by strengthening international cooperation，scientific research，technology improvement，legislation and law enforcement. By taking these measures，US is trying to regulate precursors and control the spread of the drug problems around the world.
