在中以双边经贸关系和创新合作持续向好的背景下，中以创新人才交流合作蓬勃发展。本报告通过对比中国和以色列的综合竞争力与科技创新实力、人才竞争力与吸引力，分析了人才对综合竞争力和科技创新实力的影响。在此基础上，系统梳理了两国在吸引和培养人才、推动人才交流，以及促进科技创新合作等方面的进展，厘清了中以两国在创新人才交流合作领域的基础与现状，深入分析了中以创新人才双向流动与深化两国创新合作之间的关系，进而为中以新一轮创新合作行动计划的顺利实施提供参考。
In the context of the continuous improvements of bilateral economic and trade relations and innovation cooperation，China-Israel innovation talent exchanges and cooperation are flourishing. This report analyzes the impacts of talents on comprehensive competitiveness and scientific and technological innovation strength by comparing the comprehensive competitiveness，the scientific and technological innovation strength，as well as the talent competitiveness and attractiveness of China and Israel. On this basis，the report systematically reviews the progresses of the two countries in attracting and cultivating talents，promoting talent exchanges，and accelerating scientific and technological innovation cooperation. It clarifies the foundation and status quo of China-Israel innovation talent exchange and cooperation. In addition，the report deeply analyzes the relationship between the two-way flow of innovative talents and the deepening of innovation cooperation between China and Israel，and then provides a reference for the smooth and successful implementation of the new round of China-Israel innovation cooperation action plan.
