2021年7月22日,以色列宣布成为非洲联盟观察员,对非关系取得了重大进展。以色列获得非洲联盟观察员地位是主客观两方面因素共同作用的结果:以方出于改变非盟在巴以冲突中一贯支持巴方的立场以及经贸和战略考量;非方接纳以色列是因为阿以关系逐渐融冰,以及受非洲安全局势和新冠肺炎疫情因素的影响。然而,由于巴以问题悬而未决,域内大国博弈以及以色列实用主义对非关系的缺陷,以色列的非洲联盟观察员地位遭到了以阿尔及利亚和南非为首的非洲国家的强烈反对,以色列与非洲联盟的关系道阻且长。
Israel announced to become an observer of the African Union on July 22,2021,which means its relationship with Africa has made significant progress. The new development stems from both subjective and objective reasons:the subjective motives on the Israeli part include changing the AU’s position of supporting Palestine in the Israeli-Palestinian conflict,as well as economic,trade and strategic considerations,while the African Union accepts Israel because the Arab-Israeli relations are gradually breaking the ice,the influence of the security situation in Africa and the impact of the COVID-19 pandemic. However,due to the unresolved state of the Israeli-Palestinian issue,the game between major regional powers in Africa and the defects in Israel’s pragmatic relations with Africa,Israel’s observer status has been strongly opposed by African countries headed by Algeria and South Africa. Thus,the relations between Israel and African Union have a long way to go.
