Israel is known as “the innovation nation” and “the second Silicon Valley”. It has the world’s highest R&D intensity and high-tech industry has become one of the most important industries in Israel. In 2021，there was a landmark breakthrough in Israel’s high-tech exports，which accounted for more than 50% of Israel’s total exports for the first time. This paper introduces the basic statuses of Israel’s high-tech industry exports and employees，examines the development trend of investment and withdrawal in Israel’s high-tech industry，and analyzes the potential risks it faces，the coping measures it takes，and the inspirations it provides for the development of scientific and technological innovation in China.
